The Joint Indian-Russian Working Group

During the period from 20 to 27 November 2006 at Saint Petersburg the Joint Indian-Russian Working Group was assembled for the first session of their interaction in formulating an integrated set of requirements for technical documentation in respect of ship-borne and ground-based weapon and military equipment acquired by the Indian Navy from the Russian Federation.

The Joint Indian-Russian Working Group was assembled in accordance with para 5 of the Memorandum of Understanding concluded between the Vice Chief of the Naval Staff of the Indian Navy and the First Deputy Director General of FSUE “Rosoboronexport” at New Delhi on 09 July 06.

The first session was held in the premises of the Central Research Institute of Shipbuilding Technology.

The work of the Joint Indian-Russian Working Group was presided by two co-chairmen:

  • from the Indian Side – Assistant Chief of Material (IT&S) Integrated Headquarters of MoD (Navy), Rear Admiral Ganesh Mahadevan;
  • from the Russian Side – Deputy Director Shipbuilding of the Federal Agency for Industry, Mr V. Kusachev.

The aim of the Joint Working Group session, as defined in the Memorandum of Understanding was to formulate Joint Requirements on Technical Documents in respect of ship-borne and ground-based weapon and military equipment acquired by the Indian Navy from the Russian Federation.

It was agreed by the two Sides that the deliberations of the Joint Working Group should result in a composite document to be referred as the “Integrated Requirements on Technical Documentation for ship-borne and ground-based weapon and military equipment acquired by the Indian Navy from the Russian Federation – 2007 version (RISSE-07)”. The document would, after approval of the competent authorities on the two Sides, shall have the status of a normative document, that can be quoted in official correspondence, deliberations and contracts, according to which the Russian Industry, and related Federal agencies are to provide technical documentation for all ship, submarines and equipment acquired by the Indian Navy from the Russian Federation.

Specialists from 28 enterprises and organizations of the Russian Federation took part in the session together with Indian specialists – members of Indian delegation – and discussed vital questions of further development of Indian-Russian cooperation in this field. The work of the Joint Indian-Russian Working Group was held in the manner of constructive cooperation and mutual understanding.
